YWEEC concept

The YOUTH WORLD ENERGY EXPERT COUNCIL is an independent international organization. The main task of the YWEEC will be medium- and long-term forecasting means developing plans for 20-40 and more years, for those periods of time when the present-day young scientists and experts will come in authority. Thus, they should now think about what energy will be like in 20 years, what energy sources will be used and what should be done today to achieve this goal. Moreover, in the age of globalization and development of the human civilization it is expedient to reflect on development of a model of the global human community. The model can be developed considering the need for a global power system as a basis of the future world.

The purpose of the YWEEC is seen as follows:

conceptual medium- and long-term planning of developing a global power system in the world by an objective and transparent estimation of both existing and developing power scientific and applied directions and projects with the purpose of steady development of the human civilization.

Challenges of the YWEEC are seen as follows:

  • carrying out independent expert estimations of medium- and long-term plans and programs of developing power at the national, regional and global levels;
  • developing possible measures of international and state regulation, directed on stimulation of alternative energy sources use;
  • consolidating the information concerning the state and prospects of developing fuel and energy sector of state economies;
  • estimating opportunities of integration processes (association of various national power systems) to increase the efficiency of energy used;
  • transferring and exchanging knowledge in the field of prospective methods of receiving, transformation and using energy (the innovative technologies, new kinds of fuel, etc.) in the sphere of power planning in view of economic, ecological and social aspects;
  • estimating prospective areas for constructing ecologically pure and efficient local power systems on the basis of alternative energy sources;
  • promoting scientific development;
  • developing and distributing introductory documents directed at the development of the energy efficient way of thinking among the youth;  


The activity of YWEEC is financed by:

  • organizations interested in promoting their goods by the means of advertising via the YWEEC;
  • governments of the member-states of the YWEEC, countries interested in their positive image on the international arena;
  • in the long-term the YWEEC will finance itself with the help of its certificate activity, though during the initial period the interstate and state support is required.

 
Principles of functioning of the YWEEC:

For the initial period of the YWEEC activity its structure shall be quite simple. All members of the YWEEC shall be equal. Such a condition shall stimulate many people to work.

The YWEEC shall consist from young scientists and experts of different professions (power engineering specialist, physicists, economists, foreign affairs specialists, ecologists and so forth) for the versatile estimation of world energy cases . Young scientists and experts no older than 27 years can take part in work of the Council.

The YWEEC shall have the right to make exceptions, involving people of a more senior age, however, for this purpose the decision shall be taken by the majority of the YWEEC members.

Activity of the YWEEC is carried out on the basis of free discussion of all questions and collective decision-making. The creative groups consisting from the YWEEC young scientists and experts shall be formed in order to gather the necessary information, to prepare decisions, to carry out comprehensive studying and analysis of problems, to generalize existing experience, etc.

It is necessary to carry out virtual and real working meetings to form the directions of the YWEEC activity, and then it is necessary to discuss the generated questions in order to define prior directions and affairs, and if the positive decision is taken its implementation is necessary .

The proposed structure of the YWEEC:

  • The Secretary
  • The Regional Representative Bodies
  • Task Forces that are working to solve and prepare the implementation of concerted issues.

The YWEEC shall appoint the constantly operating Secretary to conduct the current work, but initially it works on the voluntary basis.

The Secretary shall carry out expedient distribution of authorities and obligations. Organizational work is assigned to this body (support of the Internet-resources, the coordination of activity of structural divisions, the organization of conferences). The Secretary-General is selected on a rotational basis for the period of one year. The sequence should be defined by means of voting for the applicants chosen in advance. The interaction with structural divisions is necessary to carry out by means of correspondence or the Internet-conferences.

In order to ensure their unbiased functioning the Task Forces shall consist from representatives of different states. It will make the work more objective and deprived of national orientation. However, in conditions of limited financing on specific issues it is possible to form a task force consisting from representatives of one country that will facilitate interaction and accelerate the working process.

At the further stage of the YWEEC activity it will be probably expedient to organize the Regional Representative Bodies which shall be responsible for adaptation of the concerted recommendations at the national level. Their activity should be accompanied by the support of the government structures (for example, the Ministry of Energy).

The YWEEC shall be established at the constituent session where the detailed structure shall be outlined, the initial directions of the work shall be chosen and the structure and management scheme of the Secretary and the regional representative bodies shall be defined. The task forces are formed on the voluntary basis.

The YWEEC decisions are considered adopted if they are accepted by majority (in the virtual or real mode). Summaries and conclusions of task forces shall be presented in the recommendatory form to the national Ministries, and also to the international organizations and the R&D centers for further research and exploration.

The YWEEC activity shall be public, and materials shall be accessible for all members. For these purposes the Internet resource www.yweec.org shall be opened.
